This is a non-profit trade association of childrens book publishers, but may be the best resource on the kinds of things one needs to know to enter this field. Their web site is extremely user-friendly and has special areas dedicated to writers and illustrators. Indispensable booklets and guides are offered, and range in price from free to $3.00. You can also request their membership list, which includes not only addresses of publishers, but also the contact person and what each is looking for.

Los Angeles, CA 90048
Telephone: + (323) 782-1010
Web Site: www.scbwi.org
Membership (at $75.00 for first year) is not mandatory to receive information on all kinds of issues in this field. This group offers regional and national meetings, workshops, and festivals.
National Center for Childrens Illustrated Literature

Abilene, TX 79601
Telephone: +1 (915) 673-4586

The other two organizations may be the ones you most rely on, but this group is interesting because it has exhibitions of childrens illustration as well as interviews with the artists.
